SUMMARY:
The Senior Project Manager will be responsible for multiple tasks in the Development and Modernization Department, including, but not limited to:
A. Under the general supervision of the Chief Development Officer or designee act as liaison between HUD and other governmental agencies, residents, A/E firms, contractors and HACP. Will manage and oversee the administration of all phases of the modernization projects including project planning, development, procurement and contract administration. Must be skilled in coordinating multiple projects and have working knowledge of construction industry.
B. Additionally, the position requires strong written and verbal communication skills, as well as a mature professional interpersonal demeanor. Must be proficient in using a computer to tabulate and manipulate data as well as produce text documents. Must have working knowledge of business practices and ability to relate in the circumstances. Will handle office management including payrolls plus special projects as well as on-going assignments. Driver’s license and use of a vehicle required. Employment requires City of Pittsburgh residency.
TRAINING AND EXPERIENCE:
Bachelor Degree in business or a related field preferred; or any equivalent combination of education and/or experience, five to ten years progressive administrative experience with general knowledge of the construction, architecture or engineering fields or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Also, the individual will be assigned a variety of duties including the handling of confidential material and data; preparing of correspondence, memoranda, reports in Word & Excel and PowerPoint presentations; performing routine research assignments related to department activities and experience in Human Resource matters. Employment requires city of Pittsburgh residency.
KNOWLEDGE, SKILLS AND ABILITIES:
The individual must have knowledgeable of HUD requirements for contract administration. Skill in coordinating projects and personnel. Strong verbal and written communication skills; mature interpersonal skills including tact, discretion, sound business judgment, strong organizational skills and ability to interact with a variety of persons. Strong analytical skills. Working knowledge of construction industry.
Additionally, the individual must be able to type a minimum of 60 wpm, dictation is a plus. Knowledge of standard office systems and practices and an ability to handle multiple assignments at same time is essential. Must have excellent verbal and written communication skills, excellent grammatical skills and strong organization skills. Employment requires City of Pittsburgh residency.
DUTIES AND RESPONSIBILITIES:
- Must master all HUD rules and regulation pertaining to procurement, contract-related resident initiatives and modernization reconstruction programs.
- Assist in development and implementation of Development/MOD contract-related resident initiatives, such as Section 3 and bidding by resident-owned businesses for public housing communities in the City of Pittsburgh
- Conduct overall monitoring of assigned professional services and construction contracts. Identify areas of concern and bring them to the attention of his/her Supervisor
- Act as administrative liaison with other city agencies and Housing Authority departments.
- Monitor and evaluate major development and/or modernization projects through progress reports and field visits, including monitoring and reporting on contractors’ performance
- Attend job or progress meetings of all professional services and construction contracts assigned. Conduct and coordinate necessary investigation to resolve field problems.
- Interact frequently with residents at large and resident councils. Obtain feedback on HACP programs. Make recommendations to Chief Development Officer or designee on changes and improvements to community/facilities that affect the quality of life of public housing residents
- Assist in the preparation of requests for quotations and requests for proposals. Participate in review of submissions and recommend award to Director of Procurement and Contracting Officer.
- Assist in gathering data for the preparation of the Department’s Capital Budget.
- Coordinate the work of Assistant Contract Administrators as needed
- Support Relocation Manager as needed
- Review, prepare documents and approve for payment all contractor payment requests on assigned projects.
- Maintenance of Standard Operating Practices
- Perform activities and functions of related lower level personnel as may be required from time to time.
- Monitor programs to which assigned, assuring an orderly timely project development process. Identify areas of concern and deteriorating trends and bring them to the attention of the Chief Development Officer.
- Implement Authority wide special projects as related to the Development & MOD process.
- Act as project liaison between residents HUD and HACP. Prepare required reports as assigned by Chief Development Officer and submit in a timely manner.
- Maintain regular contact with resident council to 1) monitor complaints and concerns in the Development and Modernization process and explain the reasons therefore; or 2) to initiate corrective action where indicated and notify supervisor of unusual situations.
- Assist in preparing applications for funding and assist in the Department’s planning related functions.
- Assist in orientation and training of new department staff
- Provide quality control for the administrative duties of other staff, including: payroll duties, vacation schedules for the Department, track and order office supplies and enter requisition into the system and review/prepare mileage submission to Payroll Department.
- Maintain confidential files & records.
- Assist in the preparation of reports and contract documents.
- Process and tracks document fees and deposits. Maintains status report.
- Prepare and monitor an invoice-tracking log for all payments executed through the department.
- Conduct research, create timelines, track progress and prepare presentations relating to various projects.
- Draft and/or edit and finalize correspondence.
- Attend meetings, representing the Chief Development Officer; produce written summaries, and distribute information in accordance with directives.
- Track and follow-thru on responses and commitments from meetings, etc.
- Coordinate special projects and programs as directed.
- Assist other departmental staff in carrying out assignments as requested.
- Assist the Chief Development Officer to perform certain administrative functions and responsibilities as assigned.
- Assume other responsibilities and perform other duties as assigned.
PHYSICAL REQUIREMENTS:
Sitting, speaking, hearing, reaching, grasping, digital manipulation. This is a sedentary position exerting 10 lbs. of force on a frequent basis.
