SUMMARY:
This is a senior management position within the Development & Modernization Department that is responsible for all aspects of the planning and implementation of Mixed-Financed Development, tax credit and HOPEVI revitalization activities at one or more sites within the City of Pittsburgh.  Employment requires City of Pittsburgh residency.

TRAINING AND EXPERIENCE:
A Master’s Degree in Urban Planning, Architecture, Business Administration, Finance, Policy Analysis or Public Administration preferred. Ten years increasingly responsible experience in real estate development, real estate finance, capital improvement program planning, neighborhood economic development, and/or neighborhood planning. Extensive experience in the development of affordable multifamily housing, including responsibility for the development of project(s) of 100 units or more. Extensive experience in multifamily housing finance and the development of affordable multifamily housing through the use of Low Income Housing Tax Credits. Experience in the analysis of urban housing markets. Experience in grant administration for federally funded housing construction projects. Demonstrated ability to manage a multifaceted transaction.

KNOWLEDGE, SKILLS AND ABILITIES:
Extensive knowledge of the theory and practice of urban planning and real estate development. Extensive knowledge of affordable housing finance and of the Low Income Housing Tax Credit Program. Extensive knowledge of public housing regulations, including procurement regulations, demolition and disposition regulations, relocation regulations, and development regulations. Extensive knowledge of the behavior of community organizations; demonstrated ability to support the organizational development of neighborhood groups, including tenant associations and public housing resident councils; demonstrated ability to facilitate public community planning processes to reach specific goals; demonstrated ability to serve as a neutral broker within contentious community processes. Demonstrated ability to complete tasks thoroughly and on schedule.  Demonstrated ability to write and speak clearly and effectively to diverse audience and for diverse purposes. Demonstrated sensitivity to the needs and culture of low-income public housing families; demonstrated ability to operate successfully in a culturally diverse work environment. Knowledge of public sector construction bidding processes; knowledge of project budgeting and budget controls. Must have a valid PA
Driver’s license and use of vehicle during work hours.  Employment requires City of Pittsburgh residency.

DUTIES AND RESPONSIBILITIES:

  • Manage the development and execution of a mixed finance strategy for public housing revitalization utilizing public housing capital funds including HOPE VI funding, Low Income Housing Tax Credits, and other sources.
  • Manage the development and execution of strategies to utilize public housing capital funds to incentivize private sector development of rental and home ownership opportunities for working low-income families.
  • Identify, procure and manage consultant assistance for planning, development and supportive service activities.
  • Create and administer project budgets.
  • Oversee the development, implementation and land acquisition strategies, including private market transactions, in rem transactions, and eminent domain actions
  • Manage all aspects of the implementation of a community revitalization plan.
  • Develop and implement strategies for the employment of public housing residents in all aspects of plan implementation.
  • Attendances at frequent evening and weekend meetings.
  • Must be proficient in the use of computers including Word, Excel and preparation of PowerPoint Presentations.

PHYSICAL REQUIREMENTS:
Sitting, speaking, hearing, reaching, grasping, digital manipulation.  This is a sedentary position exerting 10 lbs. of force on a frequent basis.
